Papich (Vitaly Tsal, also known as Arthas or EvilArthas) is one of the most popular Russian-speaking streamers and a former professional Dota 2 player. Born in 1990 in Vinnytsia, Ukraine, where he lived for most of his life until mid-2024.

Papich's Position on the War in Ukraine
Anti-War Statements
On February 24, 2022, during a livestream, Papich refused to comment on Russia's attack on Ukraine, calling users' questions about the war a "provocation." However, on subsequent streams, Papich continued talking about missile strikes, called the war "f*cking bullsh*t," and spoke out against the war and pro-war agitators.
In April 2022, he released a dedicated video in which he explained his civic stance, condemned the aggressor state, and explained his "neutrality" on streams:
A full-scale war has been raging in my country for a month and a half. It's ridiculous to call it a «special operation» — it is literally a war with all its horrors: the destruction of cities, ruined homes and lives... Across half the territory of Ukraine, complete f*cking chaos is happening, and the rest gets hit by missiles from time to time. A missile landed near me too — my building shook, but we're still breathing. I have had a Ukrainian passport for 15 years; I've lived in Ukraine for 31 years. I've lived here my entire life and have always been Ukrainian. Who else and what else do I have to prove?... Russian troops are destroying the country I live in. My city hasn't been touched yet, but who knows what tomorrow brings... Ukrainians are on their own territory defending themselves. Who can stop this endless slaughter among Slavs? Obviously, only the Russian government can do that... When a missile hits a home and kills loved ones — a wife, a daughter — the surviving father and son will seek revenge. That will never lead to peace or mutual understanding; it's simply impossible... Many people aren't satisfied with my neutrality on streams, but I don't want to endlessly spread negativity and talk about the horrors of war. People come to my streams to relax, not to watch grim tragedy.
During one of his streams, he debunked the propaganda narrative regarding the alleged oppression of Russian speakers in Ukraine.
Missile Strikes on Vinnytsia and Fundraiser for Victims
In July 2022, Papich published a post regarding the missile strikes on Vinnytsia. He accused those responsible for the shelling of "Nazifying the population of Ukraine," causing destruction and civilian deaths, and indiscriminate targeting — "wherever it hits, they claim military were there."

Following the tragedy, the blogger launched a fundraiser to help victims of the strikes on Vinnytsia. Users were outraged that donations were collected in rubles, but Papich explained that he had not had time to set up other payment processors.
Relocation to Dubai and Contract with 1win
In July 2024, news broke of Papich's relocation to Dubai (UAE). This move triggered a wave of criticism in the Ukrainian segment of the internet, as the trip was organized with the backing of bookmaker 1win, which has Russian roots. Under the contract, the streamer received a monthly budget of $100,000 for personal expenses and content creation.
When asked by a subscriber "will Papich return to Ukraine after the war ends", he answered:
F*ck, when will it end? I've said many times that I enjoyed living at home far more; the last 5–6 years of my life were the best years ever. And now everything is just getting worse. But the question is when will this war end, when it feels virtually endless. Obviously, if they wanted to end it, they would have ended it long ago; nobody wants to.
In August 2025, during a stream, Papich received a donation message comparing the totalitarian atmosphere in the game Papers, Please to the situation in Ukraine. In response, Papich compared it to recruitment in the Russian Federation:

Papich continues to live abroad, avoiding war-related topics during his broadcasts.
