Pavel Durov is a Russian-born tech entrepreneur, software programmer, and billionaire. Co-founder of the social network VKontakte (VK) and the cross-platform messaging service Telegram. He holds citizenship of Russia, Saint Kitts and Nevis, the UAE, and France. He was born on October 10, 1984, in Leningrad (now Saint Petersburg), RSFSR.

Refusal to hand over Euromaidan participants' data (2013)
In December 2013, Russia's FSB demanded that the leadership of VKontakte surrender personal data of the administrators of Euromaidan protest groups, to which Durov issued a flat refusal:
Disseminating data on Ukrainian users would be not only a violation of the law, but a crime against millions of users from Ukraine
Departure from Russia after conflict with the FSB (2014)
In 2014, he emigrated from Russia and stated that he had no intention of ever returning. He explicitly asked Forbes not to refer to him as a Russian citizen:
At present, the country (editor's note: Russia) is incompatible with doing business on the internet. I'm afraid there is no path back for me. Especially after I publicly refused to cooperate with the authorities.
Durov's position following the 2022 invasion
Pavel Durov has always positioned himself as an apolitical individual. However, following Russia's full-scale invasion of Ukrainian territory, on March 7, 2022, Durov published the following message on Telegram:
If you follow my posts, you know that on my mother's side, my lineage traces back to Kyiv. Her maiden name is Ukrainian (Ivanenko), and to this day we have many relatives living in Ukraine. That is why this tragic conflict is personal for both me and Telegram.

The tech entrepreneur added that Telegram had never surrendered the private personal data of Ukrainians to Russian intelligence services:
I refused to comply with these demands, because that would have meant betraying our Ukrainian users. After that, I was dismissed from the company I founded and was forced to leave Russia. I lost my company and my home, but I would do it again — without hesitation
Durov made no further public statements regarding the so-called special military operation, adopting a stance of silence.
Arrest in France and Russian propaganda reaction (2024)
On August 24, 2024, Pavel Durov was detained by police at Le Bourget Airport near Paris, France, in connection with illicit activities facilitated via Telegram. An immediate reaction from pro-Kremlin propagandists followed. For instance, the head of the Safe Internet League, Ekaterina Mizulina, wrote a hypocritical post, conspicuously omitting the reasons why Durov had fled Russia in the first place:
The detention of Pavel Durov came as no surprise to me. I have long believed that for the owners of Telegram, staying outside Russia carries immense risk; they could have been arrested at any moment, and similar situations, for instance upon US requests, occurred previously. I thought they were left alone precisely because of probable cooperation with Western intelligence services. Everything, apparently, is somewhat different, as recent news demonstrates

Mizulina also urged the Russian government to defend its "Russian genius," apparently hoping to "bring him back home."
Propaganda chief Margarita Simonyan urged the immediate wiping of all sensitive chats on Telegram:
What is most crucial in the Durov story? That everyone accustomed to using Telegram for sensitive conversations/chats must delete these chats right this minute and never do that again. Because Durov was locked up to hand over the encryption keys. And hand them over he will.

Compromises with Russian authorities (2025)
In April 2025, Durov made concessions to Roskomnadzor and implemented badges in Telegram for state-censored registered bloggers. If an individual is registered in Roskomnadzor's official registry, their channel is awarded an A+ verified status by Telegram itself. To obtain this, channel administrators must add a Roskomnadzor bot that can monitor subscriber lists.
Suspicions also arose that Pavel Durov engaged in direct compliance with the Kremlin by blocking an entire series of channels pursuant to Russian court rulings. Specifically, the Telegram channel "VChK-OGPU" was deleted, which commanded over 1 million subscribers and regularly published insider leaks regarding the Russian military, senior officials, and law enforcement.
FSB criminal case and blocking of Telegram in Russia (2026)
On February 24, 2026, Pavel Durov confirmed that a criminal investigation had been launched against him in Russia on charges of "aiding and abetting terrorism." According to the entrepreneur, the criminal proceedings served as a pretext to restrict Russian citizens' access to Telegram.
On April 1, 2026, Telegram was banned in Russia. In response, Durov stated that the messenger will continue to adapt to censorship blocks, making its traffic increasingly difficult to detect. He also pointed out that despite the restrictions, approximately 65 million residents of Russia access Telegram daily via VPNs, and over 50 million send messages every day.
Durov added to the register of terrorists and extremists
On July 30, 2026, Rosfinmonitoring added Pavel Durov to its official register of terrorists and extremists. This occurred one day after the FSB announced criminal charges against him under the statute for facilitating terrorist activities. According to the Russian security services, Telegram's administration refused to ban channels, chats, and bots allegedly used by Ukrainian special services and extremist organizations to coordinate sabotage and financial scams.
Later, Durov commented on the situation from his English-language account, stating that he was added to the terrorist registry "for refusing to comply with demands for mass surveillance and censorship on Telegram." He also wrote: "Under Russian laws, I am prohibited from publishing anything on the internet. Russian officials are clearly confused about who can ban whom on the internet."
